Sainsbury’s Development Update: By Mr R Holder, Mr D Anderson and Ms Emma Megaughin.
Prior to the submission of a planning application, Mr Holder out lined the actions taken by Sainsbury since initial consultations earlier in the year.(a site plan drawing was distributed).
The Site; The intended Supermarket is to be located on the Indicative Business Park at Peniel Place Broxburn – bounding the A98 and the Railway Viaduct.
The Store is expected to cover approximately 50,000 sq meters of floor area and is to create about 300 jobs. Plus Office and Business Park which also may attract a further 300 jobs. Also a 150 vehicle parking area for a New Park & Ride is part of the development plan.
Discussions have taken place with West Lothian Council and BUTA (Mr Holder was unsure of the date that West Lothian Council Planning committee will meet to make a decision but expects it to be within the first 6 months of 2012).
BUTA had raised some questions that were discussed at length by the UCC;
Would Sainsbury’s take an active part in BUTA’s activities?
Yes, once established. It would be expected that Sainsbury’s would join BUTA
Would Sainsbury’s contribute to Community Events and Charitable initiatives?
It is Sainsbury’s policy to support the community in which they have a retail outlet.
Would Sainsbury’s not supply goods that local Shops and Trades supply?
Sainsbury’s retail outlet distributes a large range of products and therefore this is not an practical option.
Are Sainsbury’s agreeable to support local residents by subsidising buses to their Store?
This had not been considered and they would ask the views of West Lothian’s Town Planners and get back to us.
Are Sainsbury’s willing to work in partnership with the West Lothian Council to develop the road infrastructure with in that area?
Sainsbury’s is willing to co-operate with any developer to ensure that the roads to their retail outlet is accessible.
Questions from Uphall CC Members:
Q. Could we be advised as to what grading the new store would be given?
A. The Grading depends on the Floor Space and indicates what is being sold (product range and types of goods).
Q. Does Sainsbury’s have a local pricing structure / policy?
A. He was unsure but would look into and advise the members.
Q. Had consideration been made for introducing Car Parking Charges in case people used their Parking area instead of the Park & Ride?
A. If parking became an issue they would still not charge their customers but would possibly put a 3 hour time limit on parking – with nil return in the next 2 hrs.
Q. Would Sainsbury’s provide a local (Uphall & Broxburn) town centre bus service?
A. If it was felt practical we would support a Local Bus service, but would have to review it each year to ensure that it was fit for purpose.

Police:- As PC Kidd was unavailable to give his report none was given. However he had informed the Chair that he would send his report in as soon as possible.
Treasurer:- As the Treasurer was not in attendance and had not provided a summary of accounts, no report was given.
Planning:- the Planning Secretary advised the members that a Change of use application had been made for 52 West Main Street, Uphall to convert from a dwelling house to a Café. There being No Objections the application will be allowed through without comment.
B&U TCMG:- Councillor Glass informed the meeting that the attendance at the War Memorial Service on Remembrance Sunday had been excellent and all councillors had laid wreaths on behalf of the Community.
Uphall On The Web:- Mr J Moore has placed pictures of the Remembrance Day activities on the website for all to see.
Christmas Fair:- Leaflets were being distributed to all of the community. The parade will commence from St Margaret’s Church and proceed to Broxburn Academy
WLACC:- Mr Richardson informed the members that the West Lothian Association of Community Councils AGM was to take place on Thursday 17th November 2011 and it would be an open meeting so all members were cordially invited to attend. The meeting would be followed by a buffet and an opportunity to meet other members also the Police & Fire Services representatives.
Donation to support the Purchase of New Cycles for the Local Police;- Mr Richardson informed the members that as far as he was given to understand, the CC rules regarding the giving of donations to community causes had been changed, before the maximum allowed was £50. This change is now, that it is up to the individual Community Council as to the amount that they wish to donate. However the monies should only come from a None Public Funded Account, in our case it can (With the approval of the members) be with drawn from the UCC’s Savings Account. It was therefore agreed that the sum of One Hundred and Twenty Pounds would be donated and a cheque would be raised once the Treasurer has returned.

Santa’s Parade – Dobbies – 20th November 2011.
Over Hanging Hedge at Loaning Cottages – Mr Richardson has spoken to the owners and it has now been cut back.
Community Christmas Tree – Mrs Ann Milne informed the group that she was constantly being challenged about the location of the Tree and the Issues regarding it’s placement, Councillor Davidson suggested that we purchase another tree for the School Place site? This was not agreed. The Chair said that a full house to house survey had taken place prior to the relocation and the people spoken to had not shown any objections when asked.
Mrs Pirie – From Uphall had a baby Girl Isabella at 11 minutes past 11pm on the 11th of the 11th 2011. to commemorate this event it was unanimously agreed that the Uphall Community Council would send a Congratulations Card and Flowers.
The Chair informed the Members that we would shortly have a new minute Secretary – Mr Joan Bain, she has recently ceased employment with West Lothian Collage in Livingston and has expressed a desire to assist our CC.

Mrs Irene Bishop welcomed everyone to the meeting and noted that declarations of interest could be declared throughout the meeting as the need arises.
Resignation of Secretary
Mrs Irene Bishop read a letter received from Halina Hinton, intimating her resignation both as Secretary and as a member of Uphall Community Council.
Irene has made a thank you card, which members were invited to sign/comment to recognise Halina’s significant commitment and length of service to the Community Council. Members agreed to arrange for a gift voucher, to the value of £50, to be sent to Halina with flowers. ACTION: IB

Minutes of the previous meeting
Correction to minutes of meeting held on 21st September:
Under AOCB, a member raised concerns regarding boulders in the play area at the Community Centre and West Lothian Council were contacted.
The police report contained within the minutes wasn’t provided at the meeting. This was in fact added to the minute, once received, after the meeting.

Police:
Statistics wise during the month of September 2011, 9 crimes were reported in the Uphall area of which 3 have been solved to date, which gives a solvency rate of 33.3% for the month. This year to date, there have been 103 recorded crimes of which 53 have been solved giving a solved rate of 51.5%. Last year at this time correspondingly, there had been 117 recorded crimes, of which only 35 had been solved, giving a solved rate of 29.9%. When taken together, this gives a drop in recorded crime of 12% from last year coupled with a 21.6% rise in detection rate, doubly good news.
Items of interest during September include on the 17th, Police units on mobile patrol and speaking to local youths, officers were made aware that another youth may have been unlawfully within an insecure dwelling house within Crossgreen Drive. Enquiries were made in the street and the location established. The male youth was traced nearby, enquiries were made with neighbours and he was identified as a suspect. He was detained and conveyed to Livingston Police Station, where he was interviewed in the presence of his father and provided a full admission. He stated that he found the rear window of the premises unlocked (which was confirmed to be the case despite the occupier being on holiday) and opened it before climbing in and stealing a small amount of cash and fireworks. These items were recovered, he was subsequently charged with Housebreaking and the report sent to the Children’s Reporter.
A local adult male was arrested on 26th September in relation to theft of electrical cable from two industrial yard premises in Loaninghill Industrial Estate out of hours. In the second theft the cable had been cut whilst the power was live, tripping the plant safety circuits! Police acting on information received, traced the male and recovered the stolen electrical cable. He was reported to the Procurator Fiscal for two counts of Theft.
Youths causing a nuisance and annoyance to residents in the Dargai / Carledubs / Crossgreen and Glebe areas have surfaced during the month, mostly during the evenings. Along with targeted patrols, partnership work with staff and pupils at Broxburn Academy has taken place in an attempt to resolve this issue, this work is ongoing. Statistics for October 2011 are currently being compiled and will be available at next month’s meeting.

Councillor Glass informed members that the Christmas celebrations in Uphall and Broxburn will commence on the 10th December. A farmers market will be held in Broxburn, followed by Santa’s Grotto, a Treasure Hunt and a Craft and Coffee morning. The Christmas Lights switch on and Carol Service at the Community Centre in Uphall will take place from 5pm, followed by the annual Council of Churches Torchlight procession to Broxburn Parish Church. After discussion, it was agreed to invite Mrs Spitteri, a long standing teacher at Uphall Primary School, to have the honour of switching the lights on this year. ACTION: IB
West Lothian Association of Community Councils
Mr John Richardson informed members that the next meeting of the WLACC is on Thursday 20th October 2011. All members are invited to attend. He stated that the last meeting had decided to put the purchasing of a website user guide on hold. A number of electrical items, including a laptop and portable PA system, have been bought by the WLACC for the use by community councils. The AGM will be held in November at which its hoped a buffet will be provided. Again, a warm invitation is extended to all Community Councillors.

MV Awards: Mr Moore reported that he has been unable to make progress with this over recent weeks, though is hopeful of making progress in due course.

4.1 POLICE
Statistics wise during the month of August 2011, 14 crimes were reported in the Uphall area of which 10 have been solved to date, which gives a solvency rate of 71.3% for the month.
This year to date, there have been 92 recorded crimes of which 50 have been solved giving a solved rate of 54.4%. Last year at this time correspondingly, there had been 102 recorded crimes, of which only 29 had been solved, giving a solved rate of 28.4% When taken together, this gives a drop in recorded crime of 10% from last year with a 25.9% rise in detection rate continuing the theme which has developed over recent months.
Notable incidents occurring during the month include an elderly local female being subjected to a distraction theft in the early evening on Wednesday 3rd August in West Main Street. She was approached by an Asian/Indian female suspect in the street who offered to sell her a gold necklace. The elderly female declined but the suspect then placed this necklace on her over her head before removing it and the complainers own gold necklace at the same time. The complainer was flustered and did not notice the theft until she returned home and contacted Police.
The area was searched by Police and the descriptions circulated but there was no trace of the Asian Indian female, in her 20’s, possibly in the company of an Asian /Indian male driving a red coloured ‘station wagon’ style vehicle. The couple had also been seen in Thomson Grove nearby around the same time. Please be advised street traders must have photo ID and permit issued by a Scottish local authority, and must produce it on demand to any interested party. If they refuse, call the Police.
Two new build houses in Johnstone Avenue were subjected to theft of copper pipes between Friday 12th and Monday 15th August. No persons were seen at or near the houses and no descriptions are available.
An elderly male was assaulted by two youths in East Main Street in late afternoon on Saturday 20th August after a verbal exchange between them. He sustained a laceration above his left eye and a cut across his nose. Two local youths are strongly suspected and as with the other crimes mentioned, any information regarding the incidents will be very much appreciated.

5.2 FORREST WALK OPENING CEREMONY – Irene Bishop
I recently attended the official opening of Forrest Walk Care and Respite Centre for young people. Cllr Glass performed the official opening.
The building is set out as a mirror image with 4 bedrooms, a sitting room and a dining room at each side. The kitchen area is shared. The residents are housed on the left side of the building and respite visitors to the right. Although the facilities are separate, the people can come together if they wish but it was thought to be important that the residents did not feel they were living in a hotel environment with constantly changing guests.
The building is light and airy and at least two of the bedrooms at either end at the back of the building have a small patio area which can be easily accessed.
Cornerstone is the company who are staffing the building.
If members of the community council would like to see around the facility, this can be arranged.

6. CORRESPONDENCE
6.1 ‘A Sense of Belonging’ – Developing 21st Century Mental Health Services for Older People in West Lothian
NHS Lothian and their partners have developed a new mental health and well-being strategy for Lothian 2011-2016. This strategy is called ‘A Sense of Belonging’. The strategy is about people of all ages and sets out a clear vision of how NHS Lothian wants to improve the mental health and well-being of all Lothian’s population. For the first two years of the strategy’s implementation, NHS Lothian are focusing on older people as a priority. An event will be held in West Lothian College – Business Centre on Friday 14th October from 10.00am – 3.00pm. A place has to be booked by Monday 10th October.

6.4 West Lothian Licensing Forum
The Forum will meet at 5.30pm in the Council Chambers, Civic Centre on Wednesday 12th October and Wednesday 14th December. Meetings are all held in public.
6.5 Funding Questionnaire from Voluntary Sector Gateway
Information to be submitted as to where the community council has applied for and received funding from since January 2011.
6.6 Planning Aid for Scotland Workshops
The workshops will focus upon Scotland’s Zero Waste Plan. Jonathan and Halina have booked to attend the workshop being held in Edinburgh on Saturday 5th November.

7.1 Barriers left in Strathbrock Place
Jeanette asked Cllr Glass about the ‘Road Closed’ signs and barriers (used during the Orange Walk Bands march earlier this year). Some are still at Jeanette’s house and the rest are up the side of the garage. Cllr Glas said she would deal with this matter.

REPORTS
POLICE
Statistics wise during the months of June/July 2011, 22 crimes were reported in the Uphall area of which 7 have been solved to date, which gives a solvency rate of 31.8% for the month.
This year to date there have been 74 recorded crimes of which 39 have been solved giving a solved rate of 52.7%. Last year at this time correspondingly, there had been 84 recorded crimes, of which only 21 had been solved, giving a solved rate of 25.0%
When taken together, this gives a drop in recorded crime of 12% from last year with a 27.7% rise in detection rate, doubly good news.
There were minimal youth problems during the Summer holidays, which were nowhere near the level of last year’s problems. Community and Safer Neighbourhood Teams nonetheless remain vigilant and are continuing their efforts to maintain these circumstances and attempt to limit access to alcohol by local youths.
In addition to on the ground enforcement, there will be a much increased and improved effort by Police to educate young people within the local schools regarding antisocial behaviour and it’s effects on the community. This can only happen with the assistance and cooperation of our partners in West Lothian Education.
Notable incidents occurring during the two Summer months included amongst others:
1 male arrested after a fracas involving offensive weapons in Wyndford Avenue on 18th June following a dispute between two adult groups. 1 male arrested following damage to a local pub on the Gala day. 2 males stopped and searched under Misuse of Drugs legislation in separate incidents in the area on the 10th and 16th of June, both with positive recoveries of controlled drugs. Both males were reported.
Middleton Hall Bowling Club was targeted by thieves on 2 separate occasions, 29th June and 27th July. However only once with access being gained. There was not much property taken but damage was considerable. No descriptions are available but anyone with information is requested to contact Police at their earliest opportunity.
A house in Loaninghill Road was subject of an attempted break in on 21st July, no access was gained and unfortunately no descriptions are available. The occupier’s car was also subjected to an attempt to enter it but with no success for the culprits

Irene asked Andy if there were problems at the skatepark as a few of the youth who had come along to the Public Consultation had said that if there was any more trouble at there they had been told that it would be filled in. Andy said he wasn’t aware of any trouble there. Cllr Davidson said that the kids took pride in the skatepark and it was used by all ages.

BROXBURN/UPHALL TOWN CENTRE MANAGEMENT GROUPThe Cemetery site for the public art was chosen by the 213 people who attended the public consultation which was held in Strathbrock Partnership Centre, Broxburn and the Oatridge Hotel, Uphall on Tuesday 16thAugust. This had to be held before it could go before planning.

MATTERS ARISING FROM PREVIOUS MINUTES
Spice World – Late Hours Catering
Halina attended the hearing on 22nd June. The Licensing Committee agreed to grant the late hours catering licence subject to the following conditions:
Prior to the hearing, Halina had been contacted by the owner of Spice World.
A new arrangement has now been put in place whereby if community councils are submitting an objection to a licensing application, they may use c/o West Lothian Civic Centre as their address. Arrangements have been made with the Civic Centre mail room to pass any correspondence addressed to community councils c/o the Civic Centre to Lorraine McGrorty and she will ensure that they are passed on to the appropriate community council as soon as possible.

Big Lottery Fund – Community Spaces Scotland ProgrammeUphall is not eligible for funding from this programme. It is targeted at areas of greatest need in Scotland.

Interim Review of Electoral Arrangements in West Lothian Council Area The Local Government Boundary Commission for Scotland has submitted a report to Scottish Ministers which recommends increasing the number of councillors representing the Bathgate ward from 3 to 4. This will result in an increase in the number of councillors on the council from 32 to 33.

ASCC to Close This announcement was made on 5th July. The unincorporated arm of the ASCC will cease all activity with immediate effect. The charitable arm will begin the process of winding up, as required by companies and charity legislation, towards a closing date of 30thApril 2012. The closure is blamed on the cut back in funding from the Scottish Government.
In a letter from John Swinney, he states that this year’s funding (of £50,000) was offered chiefly to deliver training and development to community councils in support of their role as vibrant and active voices for local citizens and communities. The ASCC requested £98.000, almost double what it received last year.

Broxburn Police StationThe police station is being refurbished and the police are stationed at Linlithgow for the time being. Andy told us that new bikes were required for himself and Vince. He was going to be speaking to other community councils in the area regarding getting funding for these. Irene suggested that we think of fundraising ideas for our next meeting.
Various members spoke about the traffic problem past the lower Scotmid. Ronnie Fisher is to attend the B/UTCMG meeting tomorrow to discuss the problem.

Broken FenceThe broken fence beside the footpath at the back of Johnston Court (going to the Iron Bridge) is on land that still belongs to the developer of Johnston Court. Irene has been informed that the enforcement officer is going to look into this matter.

Footbridge at Railway StationIrene has been in contact with Network Rail regarding this issue. They have informed her that there are no plans for a footbridge as it would interfere with the car parking and the proposed electric cables. Cllr Morrice said that when the car park was completed the tunnel would not need to be used.

REPORTS POLICEStatistics wise during the month of May 2010, 14 crimes were reported in the Uphall area of which 7 have been solved to date, which gives a solvency rate of 50% for the month.This year to date (now April and May), there have been 29 recorded crimes of which 16 have been solved giving a solved rate of 55.2%. Last year at this time correspondingly there had been 46 recorded crimes, of which only 14 had been solved giving a solved rate of 30.4%When taken together, this gives a drop in recorded crime of 37% from last year with a 24.7% rise in detection rate, doubly good news.Ongoing Youth problems persist but as seen in the above crime statistics, nowhere near the level of last years figures. Community and Safer Neighbourhood Teams remain vigilant and are continuing to attempt to limit access to alcohol by these local youths.
Other notable incidents occurring during the month included an adult local resident who whilst drunk, damaged around nine parked vehicles in and around Loanfoot Crescent overnight on 29th May. Officers traced him close to the scene; he was identified for two cars on the night but subsequently was reported for damaging all nine once enquiries were completed.
3 local males have been arrested or reported for Breaching their Bail/Curfew conditions over the month.
One notable unresolved crime committed during the month included counterfeit currency being tendered at shop premises on East Main Street. Similar crimes around the same date, 11th May, also took place in Broxburn. However there are several positive lines of enquiry being followed regarding these incidents.
Statistics for June 2010 are currently being compiled and will be available at next month’s meeting.

Many complaints from motorists about the hazards of the jutting-out island in East Main Street. Various possible solutions to the problem faced by motorists were discussed.
Safety issues with school crossing patrols at School Place and East Main Street. Andy said he would talk with them both.
Lots of problems have emerged for wheelchair users since the opening of the Respite Centre.
John suggested that he include Uphall when he takes part in the streetscape walk in Broxburn on 23rd June.
Everyone present agreed that the police had done an excellent job on the Gala Day. Without their support there might have been the usual trouble associated with alcohol. Andy said that the pubs had stopped people going outside with their drinks. Andy to pass on our thanks to all the police involved.

MV AwardsJonathan told us about the MV (Millennium Volunteering) Award scheme which is open to all volunteers between the ages of 16 and 25. These awards are free as opposed to SQA Awards which cost £45. Jonathan said he would get information packs for our August meeting. Action: JM

| 3. | FOOD TRAIN – presentation by Alison The Food Train is a Scottish charity with local volunteers which provides a grocery delivery service to older people and was established in West Lothian last year. Volunteer shoppers, drivers and helpers will pick up shopping, deliver and unpack if necessary. The annual membership fee is £1 with a £2 delivery charge. 55 customers have a weekly delivery with another 90 on the list who have a delivery now and again. The volunteers have to have a Disclosure Check and are given Vulnerable Adult Training. They can be the ‘eyes and ears’ and notice something different in the customer’s usual behaviour and offer help if necessary. An odd job service will be introduced by the end of 2011 – turning mattresses, defrosting freezers, etc. Manual training will be given to the volunteers. The name of a reputable trade person can be given to the customer. | ||||||||||||||||||||||||||

REPORTS POLICEDuring the month of April 2011, 15 recorded crimes were reported in the Uphall area of which 9 have been solved to date. This gives a 60.0% (excellent but still down on last month’s high of approximately 80%) solvency rate for the month. Crime statistics run April to April and the brand new year to date figure shows there have been 15 crimes of which 9 have been solved which gives a 28.4% solve rate to start the year off. The previous year to date figures show 22 recorded crimes of which 5 had been solved giving a 22.7% total. As a result there is a 32.0% drop in recorded crime year on year with a 37.3% increase in solvency. Impressive, but figures which will take a great deal of effort to sustain.Incidents of interest or update during April include:On Monday 25thApril a local male was arrested following his front living room window being smashed, apparently by youths in Forrest Walk, Uphall. Unfortunately whilst under the influence of alcohol, he sought immediate justice and pursued them with a golf club into East Main Street, Uphall where he was arrested. He was charged and reported with carrying an Offensive Weapon. Further enquiries are ongoing with regards to the window damage. Forrest Walk appears to be a haunt of groups of youths at present and both Community and Safer Neighbourhood Teams are endeavouring to engage with these youths and report them where appropriate.There were at least two more arrests on varying dates during the month on Breach of Bail Conditions and Curfew orders relating to adults and youths who have been previously involved in anti social behaviour and disorder in the local community. Close monitoring of these offenders is also undertaken by the Safer Neighbourhood TeamFortunately no reoccurrences of the Bogus Workmen episode detailed as happened in School Place in last month’s report.Scrap metal thefts in the Broxburn area are on the rise and I would encourage you to report any suspicious vehicle movements or attention given by ‘workmen’ to vacant premises. Similarly in a more seasonal fashion, garden sheds are becoming targets of thieves on the lookout for bikes, tools, golf clubs and the like.Regards,

Cheryl stated that buses have to keep to the timetable – occasionally there are temporary timetables to take roadworks into account. All the No 20 and 21 buses do not go to Edinburgh – this is as a result of a public survey being carried out. Information in bus shelters is the responsibility of the council – the same in Edinburgh where bus numbers for First Bus going to Livingston are not displayed. Complaints should be reported to Customer Services – either by filling in a complaint form, by phone, email or in writing. Cards, giving information about contacting Customer Services, were given out at the meeting and these can also be obtained from the Community Centre. | ||

However the reported crime rate for last month does indicate a rise and is coupled with a drop in solvency.Youth problems persisting in the area despite close attentions of Community and Safer Neighbourhood Teams. Steps ongoing to make life as difficult as possible for repeat offenders and limit access to alcohol, a contributory factor in antisocial behaviour.Notable crimes include an Assault and Robbery by three males on a lone female on path from Stankards to Uphall Station on 1st March. Three Business Housebreakings and an Attempt, on four separate premises in West Main Street Uphall overnight on 7thMarch.An elderly resident at School Place was subject to a call from two bogus workmen on 25thMarch. They said they were from West Lothian Council and asked to check the occupant’s water supply. She allowed them access and whist one distracted her, the other stole money from her purse before both left shortly afterwards. Despite the occupant, discovering the theft quickly and calling Police, a Police search of the area proved negative. The culprits were described as both male, white, one with a Newcastle accent, wearing workmen style clothes, showing id but not scrutinised closely by the complainer.All the above crimes remain unsolved.Statistics for April 2010 are currently being compiled and will be available at next month’s meeting. No real incidents of note to date during April so far.

PC Vince Manning reported that youth, aged 16yrs and above, were congregating at the skatepark. There were major issues with drink and drugs – school holidays? Younger children were frightened to use the skatepark. The police are working with S1 and above to address this problem.

WLACCAt the February meeting, the first presentation was about the proposed four wind farms (33 turbines) and the environmental impact. Four-fifths of the land will be re-planted with trees. There will be access to Pentland Country Park. The project will cost approximately £100million. The second presentation was about the West Lothian Criminal Justice Team – an overview of their new Community Payback Orders.There will be two presentations at tomorrow’s meeting – Lothian & Borders Community Safety Unit and Delta Design (WLACC Website Development). CORRESPONDENCE Community Council Grants & Insurance 2011/2012Administration Grant will be £393, based on a population of 4772. The grant includes £35 for registration with Data Protection. Special Project Grant – The criteria for awarding grants has slightly changed. There is now no limit to the number of applications a community council can submit each year and no limit on the number of awards that can be made. The maximum award is £750 and community councils who retain more than £75 from their previous year’s administration grant are required to fund 10% towards the cost of the project. Community Councils can only be awarded up to £750 in each financial year. Basic insurance cover will continue to be provided. The new Scheme for Establishment of Community Councils includes new rules that limit the number of co-opted members on community councils – may not exceed one third of the current community council membership. If the ratio becomes greater than one third, an interim election is required to fill the vacancies. | ||

Overprovision Assessment ReportThe Licensing Board is obliged to consider whether there is an overprovision of licensed premises in any particular locality in West Lothian. It requested information from Lothian & Borders Police as a starting point for their assessment. The report provides statistics for each council ward. In Uphall, there are 13 licensed premises – 2 clubs, 2 hotels, 2 public houses, 2 restaurants and 5 off-sales. | ||

It is important that each organisation is aware of what is happening within council that may affect them. We have been asked to look at the remits of the 9 PDSPs and identify the one which is appropriate to our organisation. Citizen Led InspectionsWe have been informed of a unique volunteering opportunity to join West Lothian Council’s Citizen Led Inspection Team. The council is looking for volunteer inspectors who – live in the area, have 8 days to volunteer during the summer and want to help to improve council services for local people. Support and training will be provided. The 8 days will be made up of – 2 days training, undertaking an inspection of 4-5 days and helping to prepare a report on the findings. This is initially a pilot scheme. The two areas to be inspected will be the Winter Maintenance Programme and Pupil Placement. The initial reaction was how can you be trained to be an inspector of council services with just 2 days training? Who is going to deliver the training? Nobody expressed any interest in the council looking for volunteers for this pilot scheme. | ||

It offers a range of services, free to residents in West Lothian. It aims to give information, advice, advocacy and representation in the areas of welfare rights and income maximization, money advice, energy advice and housing advice. It offers a range of services – debt issues, loosing jobs, dealing with creditors, bankruptcies, welfare rights (benefits available), basic work employment rights, ethnic minorities, housing problems, court projects, pension and income maximization scheme, energy, credit unions, cancer patients (accessing benefits), mental health problems and prisoners being released. People now have problems through no fault of their own and advice can be given on befits available to them. It works with others to deliver a customer focused, one stop service that responds to all customers’ needs. REPORTS POLICEDuring the month of February 2011, 8 crimes were reported in the Uphall area of which 5 have been solved to date. This gives a 62.5% solvency rate for the month. Crime statistics run April to April and the year to date figure shows there have been 184 crimes of which 48 have been solved which gives a 26.1% solve rate. The previous year to date figures show 199 recorded crimes of which 83 had been solved giving a 41.7%. As a result there is an 85 drop in recorded crime year on year but with a 15.6% drop in solvency.Incidents of interest during February include;Three males were seen by neighbours of a house in Fernlea acting suspiciously in the garden of the property at about 1805hrs on Sunday 13thFebruary. Knowing the occupants were out, the neighbours called Police by the 999 system. Meanwhile the males had made off into the woods at the rear of the property. Police attended quickly and confirmed entry had been made via the rear of the property. An area search was carried out but no trace found of the culprits all described as 3 white males, mid 20’s wearing dark clothing, one with a white baseball cap who made good their escape. Items taken included jewellery and cash. Several lines of positive enquiry are ongoing regarding this crime.At about 2345 on the Wednesday 16thFebruary, junk mail was found alight within the common stair of flats on East Main Street by a resident. Youths were seen close by and were stopped and checked out by Police accordingly on the night although no evidence to charge nor of general suspicion fell upon the youths concerned. Further enquiries have taken place and it is hoped that a positive outcome will prevail.Any information regarding the unsolved crimes above would be most welcome and we can be contacted on the details below.Regards,

Review of Public Entertainment Licensing – Consultation DocumentWest Lothian Council is reviewing it’s rather out dated public entertainment resolution which lists the types of activities which are required to be licensed within West Lothian. Amongst the activities it intends to be included in the proposed entertainment resolution are ‘Open air concerts or other events involving the erection of temporary stages’ and ‘Open air concerts or other events where in excess of 100 persons are present’. This would mean that Gala Days would need to obtain a public entertainment license. A preliminary response to be submitted by Thursday 17th March. Shannon ArcherFive young gymnasts from the West Lothian Artistic Gymnastic Club (WLAGC) travelled to the Bell’s Sports Centre in Perth for the Scottish Championships and came away with an impressive haul. Shannon Archer competed in the Under 14 (Espoir) woman’s section. On day one of the event, Shannon Archer gained silver. | 4.4.1 | REPORTSPOLICEStatistics wise during the month of December 2010, 13 crimes were reported in the Uphall area of which only 1 has been solved to date, which gives a solvency rate of 7.69% for the month.This year (2010) to date, there have been 178 recorded crimes with 40 solved giving a 22.5 % solve rate. Last year (2009) to date there had been only 177 recorded crimes of which 53 had been solved, a solve rate of 29.9 % It can be seen that there has been a rise in recorded crime of 1% the solved rate has also decreased by 7.5%. Both these figures are slightly disappointing but not entirely surprising given the youth problems prevalent in the area in the early part of 2010.Only one crime of note during December concerned an apparent Attempted Theft By Housebreaking/Burglary in Loaninghill Park sometime on the 3rd of the month whereby a rear window was tampered with No persons were seen and information regarding the crime is still sought.In retrospect, the heavy snowfall and cold temperatures during the month may well have had an effect on crime and notable incidents by keeping most people indoors for the most part. Hopefully this time next year we will see a noticeable drop in the crime figures having taken effect with the reduction in youth related crime and incidents reported continuing.Statistics for January 2011 are currently being compiled and will be available at next month’s meeting.No real incidents of note to date during January so far.As always I would appreciate your news, information, views and input regarding these or any other Police matters and can be contacted at Broxburn Police Station.Andrew Kidd, Community Officer | |||||||||||||
